Rainforest new rule : separate bathroom/shower in Guatemala

two years ago, I have attended a coffee cooperative meeting in Huehuetenango, Guatemala.  

One of the farm owners in Huehue was complaining to coop agents about new Rainforest regulation.  That was to install a new (separate from existing shower/bathroom) for the workers who handle and use chemical for the coffee plants (rust or any other coffee disease problems). In order to receive rainforest certificate or renew, this was the new requirement, but they were complaining that how rainforest organization will monitor or enforce it when there is no camera, no one to check, worse yet, these rainforest agents "never" come around at all since those farms are deep into the mountains (about 5 hours drive from Huehue city to most of the farms).

I mean.. is this type of rules and regulation really necessary when it can not be checked or monitored in the first place???

There's a general problem with certifications of all sorts IMHO.

On the one hand, they are an undeniable sales driver on end consumer side.
Then, they serve as an important lighthouse to how things can be improved on all aspects - agricultural, social, economical alike.
Having said that, the issues arise when it comes to administration, monitoring and ultimately paying for a certificate, no matter which.
There are many smallholder farms that simply cannot afford them. There are some that just can stretch for one or another - subsequently wanting something out of it, understandably!

So it's poor administration of RA if it turns out nobody would actually show up
