A tamper is the piece of metal, most often with a wooden handle used to compress the coffee.

Some coffee machines and grinders do come supplied with attachments of a plastic tamper. But these are generally not recommended as it's difficult to apply the pressure required for a good espresso (25-32lb's)

Many machines have different basket sizes and so require different tampers. below is a list of some of these:
